
Dr. Elizabeth Fassman-Beck, Head of the Engineering Department at SCCWRP, whose primary responsibility is to implement SCWWRP’s Stormwater BMP (best management practices) research theme. Her research combines field scale monitoring and laboratory studies to quantify the hydrologic and water quality performance of BMPs. Studies aim to advance understanding of how BMP design at the system and component scale influences stormwater mitigation functions, so that the industry can achieve receiving water protection goals.

Gary Stowe, President at Stowe Contracting, Inc.,has been in the paving stone business since 1991 in the Monterey Peninsula area. With local jurisdiction’s zero runoff policies and impermeable surface limits on development, he has developed extensive experience in permeable paving stone installation. He currently serves on the Concrete Masonry & Hardscape Association Construction, Education, and Certification Committees. He is past chair of the ICPI Construction and Certification Committees. He holds California Contractors: A General Engineering and B General Building Licenses.

Bryan Horr, P.E. is a seasoned Civil Engineer with 11 years of hands-on construction supervisory expertise seamlessly blending practical field experience with theoretical knowledge. Bryan leverages his construction background to impart valuable insights in the classroom. Having instructed numerous contractors in the CMHA Concrete Paver Installer Course and the PICP Specialist Course, he devotes a significant portion of his time to educating design professionals about the advantages of using interlocking concrete pavers as a superior pavement solution.

Robert Bowers, P.E. has 30 years of experience in the hardscapes industry. At CMHA, he oversees technical programs related to the design, specification, construction, and maintenance of segmental concrete pavements and retaining walls. This includes content for technical publications and the Contractor Education/Certification courses. He has written several articles and conducted numerous seminars about interlocking concrete pavement, permeable concrete pavement, and segmental retaining walls. Bowers participates in the ASCE, ASTM, CSA, and TAC.
